Legacy Utility Group Acquires ECS to Expand Hydrovac Services Across Kansas, Oklahoma, and Texas

Roseville, CA - Legacy Utility Group has acquired ECS, a hydrovac services provider operating across Kansas, Oklahoma, and Texas. This marks Legacy’s first acquisition and expands the company’s geographic footprint into the Central U.S.

Founded in 2014, ECS has built its reputation supporting general contractors and utilities with safe, responsive hydro excavation services. The company is positioned to expand further into municipal and county markets while maintaining its local leadership and field teams.

Legacy’s leadership developed a relationship with ECS owner Michael Ratcliff over the past three years. Shared construction backgrounds and a similar philosophy on operating people-focused companies led to the partnership.

“ECS wasn’t looking for a financial transaction,” said David Jaegar, CEO of Legacy Utility Group. “Michael saw a potential long-term partner in us because we share the belief that construction companies should be led by people who understand the work, invest in their people, and build for the future.”

Ratcliff added, “Private equity was not the right fit for ECS. We wanted a partner that understands construction from the inside. Legacy shares our commitment to taking care of people and doing the work right.”

Legacy Utility Group is an employee-owned company (ESOP). Through the acquisition, ECS employees will participate in the ESOP structure and gain access to expanded benefits and advancement opportunities.

ECS will continue operating locally under its existing leadership as “ECS, a Legacy Utility Group Company.” Legacy will support the company with back-office functions, including HR, IT, accounting, and marketing, allowing ECS leadership to focus on operations and customer relationships.

In addition to hydro excavation, ECS will expand its service offerings to include jetting, CCTV, and CIPP services, supported by fleet growth already underway.

The acquisition strengthens Legacy’s ability to serve utilities, contractors, municipalities, and counties with safe, technically sound field services and long-term backing.
